In a move to capacitate local housing officers and focal persons across the cities and municipalities of Cavite in their roles related to shelter planning and estate management, the Provincial Housing Development and Management Office facilitated an orientation on the Fundamentals of Estate Management on September 29, 2025, at The Bayleaf Hotel in the City of Gen. Trias.
The orientation was conducted in partnership with the National Housing Authority (NHA) – Cavite District Office, led by its Officer-in-Charge, Engr. Emma Anacan. It aimed to provide LGU housing officers with a comprehensive understanding of the legal mandates, guidelines, and policies on estate management as part of their responsibilities in local shelter planning and management.

The speakers from the NHA central office were headed by Ms. Simeona O. Ibañez, Officer-in-Charge of the Estate Management Services Division. Among the key topics discussed were the mandates of the NHA, the general project cycle of estate management and the Policy on Sales and Disposition of Residential Lots, Lots with Housing Units, and Condominium Units. Ms. Ibañez detailed the intricacies of estate management, providing attendees with guidance on implementing these principles within the LGU setup.
Mr. Herminio Latoza, Estate Management Division Chief of the NHA – Cavite District Office, led a coaching and question-and-answer session. This allowed attendees to demonstrate their understanding of the concepts discussed and address issues and concerns encountered in the implementation of local housing initiatives in their respective localities.
In closing, Ms. Ma. Karen Camañag-Tupas expressed gratitude to the LGU representatives for their commitment to collaborating with the provincial government to ensure shelter and equitable settlements for Caviteños. (E. Reyes)
